Board modifications: attempted speed increase

To work on the speed increase of the board, some changes have been made to board settings:

• animated site logo has been changed to a static image (non-moving)
• Who's Online: Time frame has been changed from 3 minutes to 1
• various code changes in background to make the forum XHTML strict/traditional (most code changes of which would not be noticed by the actual user)
